An ATR certificate is a customs document used in trade between the European Union and Turkey. It lets eligible goods move between the two in free circulation, without customs duties, under the EU-Turkey customs union.
The duty-free treatment applies to most industrial and processed goods, but not to agricultural produce, coal or steel, which follow separate arrangements. Without a valid ATR certificate, normal non-EU customs tariffs apply to imports into the EU.
For goods not covered by the ATR (or trade with other partner countries), exporters can instead use a EUR.1 certificate, which proves the origin of the goods for preferential tariffs.
