What is an ATR Certificate?

An ATR certificate is a customs document used for trade between countries in the European Union (EU) and Turkey. The certificate allows specific types of items to be imported duty-free between the two parties. The duty free products do not cover things such as agricultural produce, coal and steel.


Normal non-EU customs tariffs will apply for imports into the EU if the ATR certificate is not obtained. Traders can get a EUR1 certificate to export non-duty free items that are not covered by the ATR certificate.
