5. Electronic Vignette Tariffs (E-vignette) in Lithuania 2024

Purchasing an electronic vignette is now contingent on factors such as motor vehicle category, number of axles, and EURO class emission levels. In instances where the vehicle registration certificate lacks category details, selection is based on the maximum permissible mass and/or seating capacity. If EURO class information is absent, opting for "Not specified" (or EURO0) is necessary. Solely the axles of the motor vehicle (excluding the trailer) are considered in determining the road user tax rate.

For more information and to obtain electronic vignettes, road users can visit the road user charge distribution website: www.keliumokestis.lt

6. Information for Vehicle Registration Certificates

Understanding your vehicle's category and EURO class is pivotal. If your registration certificate is silent on these details, a comprehensive guide on checking and rectifying information can be found here

7. Selecting EURO Class when Purchasing E-Vignettes

When EURO class information is absent from the registration certificate, opting for "Not specified" (or EURO0) is mandatory during the e-vignette purchase. Ensure accurate axel count, excluding the trailer, for precise calculation of the e-vignette rate.

For more information and to obtain electronic vignettes, road users can visit the road user charge distribution website: www.keliumokestis.lt

8. What is the HGV road user charge in Lithuania?

The road user charge is a fee that drivers of motor vehicles or their combinations must pay to the vehicle keeper for using tolled sections of highways A1-A18, A20 in Lithuania. Before entering these tolled road sections, road users are required to have a valid electronic vignette, which is an electronic entry in the National Traffic Information System (EIS). The electronic vignette confirms the payment of the road user charge and grants the right to drive on the tolled road sections for a specified period.

Here are the original links to the legal acts (Note: The links might be subject to change):

- Law on Financing the Road Maintenance and Development Programme of the Republic of Lithuania

- Resolution No 447 of the Government of Lithuania of 21 April 2005 On the Implementation of the Law on the Financing of the Road Maintenance and Development Programme of the Republic of Lithuania

- Order No. 3-97 of the Minister of Transport and Communications of the Republic of Lithuania of 23 March 2007 “Regarding the approval of the procedure description of requirements, use, revision and transfer of electronic vignettes to another vehicle”

For more information and to obtain electronic vignettes, road users can visit the road user charge distribution website: www.keliumokestis.lt

9. Penalties

According to the Administrative Misdemeanour Code of the Lithuanian Republic, specifically Article 463, failure to pay the vehicle owner‘s or user‘s charge for the use of roads can result in penalties. The full text of the Article can be found here.

10. Frequently Asked Questions (FAQ)

1. What is an electronic vignette (E-vignette)?

An electronic vignette, also known as an e-vignette, is an electronic entry in the National Traffic Information System's Registration Module of the Road User Charges. It confirms the payment of the user charge, granting access to the highest category roads A1-A18, A20 during its validity period.

2. What legislation governs the road user charge?

The road user charge is governed by the following legislations:

3. Where can I purchase e-vignettes in Lithuania?

E-vignettes can be purchased on the official website or at physical and other virtual points of sale listed here.

4. How is the road user charge tariff determined, and which e-vignette should I purchase for my vehicle?

To determine the road user charge, purchase an e-vignette based on your vehicle category, number of axles, and EURO class emission level. If the registration certificate lacks category details, use the maximum permissible mass and/or seating capacity. If EURO class information is absent, choose "Not specified" (or EURO0). Only the axles of the vehicle (without the trailer) are considered for the tax rate. Rates are listed here.

5. How can I find the EURO class of my vehicle, and what if it's not specified?

Check the vehicle registration certificate or document of origin for EURO class. If not specified, check the "Remarks" in the registration certificate or contact the vehicle manufacturer for a duplicate. If still unavailable, choose "Not specified" (or EURO0) when purchasing the e-vignette.

6. In which cases is purchasing an e-vignette not required?

No e-vignette is needed for certain vehicles, including those of the Ministry of the Interior, municipal fire services, vehicles for handicapped transport, ambulances, school buses, vehicles for road maintenance, and more. Full details are listed.

7. Is an e-vignette required for a trailer, and does it need a separate vignette after coupling?

No separate e-vignette is needed for a trailer. The charge is calculated based on the motor vehicle's category, axles, and EURO class. Only the motor vehicle's axles (without the trailer) are considered.

8. Does the road user charge apply to farmers?

The road user charge doesn't apply to qualifying agricultural entities. Certain conditions must be met, and proof of income must be provided. Reduced rates for vehicles up to 16 tonnes no longer apply from January 1, 2024.

9. How can I verify if my vehicle has a valid e-vignette and road user charge payment?

Check the validity of your e-vignette on [keliumokestis.lt](https://keliumokestis.lt) under the 'Verify vignette' section by entering your vehicle's country of registration and registration number.

10. What is the difference between purchasing an e-vignette as a registered and unregistered user?

Unregistered users can print or save the purchase confirmation immediately. Registered users have additional features, such as managing a vehicle list, viewing all purchased e-vignettes, and correcting not-yet-effective e-vignettes.

11. What to do if the vehicle registration number changes?

Submit a request to the Lithuanian Road Administration with required documents for changing the vehicle registration number on the e-vignette.

12. What if the e-vignette has incorrect vehicle registration or country details?

Contact the Lithuanian Road Administration with the necessary documents to correct vehicle registration or country information.

13. Can I get a refund for overpaid road user charge?

Refunds are possible for yearly e-vignettes after vehicle deregistration. Submit a request with relevant documents to the Lithuanian Road Administration.

14. What if I've been fined for not having a valid e-vignette?

Contact the institution that imposed the fine, which may include Customs, Police, or the Lithuanian Transport Safety Administration. More information can be found here.
