DAT stands for Delivered at Terminal, an Incoterms rule under which the seller bears all transport costs and risk until the goods are unloaded at a named terminal (a port, quay, warehouse or terminal). The seller also handles export clearance where applicable.
In the Incoterms 2020 revision, DAT was renamed DPU (Delivered at Place Unloaded) and widened to any place, not only a terminal. The responsibilities are otherwise the same.
Under DAT/DPU the seller unloads the goods; under DAP (Delivered at Place) the goods arrive ready for unloading but the buyer unloads. It also differs from DDU, an older rule replaced in Incoterms 2010.
